The difficulty with being in covernment —as any honourable member of Parliament would tell you, if only they could be relied upon to answer the question — is that it is impossible to keep all of your constituents happy all of the time.
In theory this didn't matter all that much, So long as you could keep enough of your constituents happy to return you at the next election — or, if not happy, then at least unable to imagine a better tomorrow.

The book I'm reading turns out to be called High Vaultage, a comic British steampunk mystery full of gems like this
