I suspect this will be a very live issue increasingly as chatbots detour conversations to sell Doritos that sponsors paid for scripted messages about.
If the chatbot can say ANYTHING, the user is probably the "author". If it says specific scripted things from a company, the company is the author.
In general, I'd think copyright is a fairly dead issue with an all purpose chatbot relative to other issues but if they were intentionally making the AI do things, that feels like it IDs a source. Such as making it deliver or not deliver a human written helpline warning.
As a non-lawyer, I'd think that certain levels of training specialization might constitute intent. Wasn't there a thing where Meta was specifically training chatbots around predatory conversations to boost engagement, hooking users with a charismatic agent?
In general, the rulings about AI copyright I am aware of deal entirely with near zero-intent AI, like giving a monkey a camera. It isn't that AI invalidates the formation of copyright but that you need some small, clear, demonstrable amount of intent.

If he is attending these meetings while COVID infected and undergoing treatment, wouldn't that explain the IV bruising and the sleepiness?
My speculation would be that he has long COVID or has had one or more unreported COVID infections (including possibly during this visit) which would lead to attempts at managing oxygen levels, particularly if he's going around unmasked and concealing COVID infections.
Specifically my thought id the test you're describing sounds consistent to me as a layperson with investigating the circulation in his lungs (which may be normal) to try and identify why blood oxygen is low. Imagine unexplained low oxygen leading to testing.

Your satisfaction deserves no guarantee. It's buyer beware for you if you have wealth and the government you pay dues to spends it in a way that doesn't make you happy. If you think that the money you expend warrants happiness, go away. The rest of us use money to not die and get small dignity.
And if you don't want to pay what you owe, take all that money and go somewhere else and don't do business or peddle influence here but I don't want to have to deal with people who "dine and dash", who take and pretend they shouldn't owe unless what they take makes them happy.
