Under UK GDPR and NHS governance rules NHS trusts are usually data controllers for their own patient data. A single national database creates a “single point of catastrophic failure” if breached: potentially the entire country’s patient data is exposed.

Why didn’t the NHS use a Federated Data Platform (FDP)? The data stays where it already resides (hospital systems, regional systems, etc.), while the platform provides tools to query and analyse it across organisations when authorised.
