There is no interpretation of the current situation that looks good for TikTok. Either:

1) they aren't in bed with the CCP but overplayed their hand so badly that Trump now has them by the balls for the next 4+ years

2) the CCP is angle shooting using TikTok and the ban was always justified

IANAL but my reading of the act is that penalties are only for distribution, maintenance, and updating of the app.

This rather narrow wording leads me to assume that Oracle and Akamai are in the clear and that Apple and Google pulling the app from stores means they're clear too.
