Not really. The 3rd Amendment only pertains to soldiers (Mitchell v. City of Henderson), private residences (Youngstown Co v. Sawyer), and/or tenant-occupied properties (Engblom v. Carey).
Non-soldiers paying money to rent commercial space does not violate the 3rd.
Today's Bills presser should serve as a lesson for anyone who thinks the Packers would be better off with a traditional owner.
