Blizzard would have been better off reviving HotS on mobile than recycling OW again. How many times since Project Titan has OW been redone? OW as a franchise was squandered long ago.

I believe it follows the same method as releasing the epstein files. The House can file a petition, once it gets enough votes it can surpass the Speaker's call for a vote. Assuming it passes both the House and Senate, T gets to sign or veto.
