Montevideo is much easier to get around because of the city bus and it isn’t a tourist destination. Punta del Este closes down almost completely when it’s not summer. But COT travels from all cities I think twice a day so you can get along the coast with just taking that.

In Montevideo you should do better with finding what you need locally. In Punta del Este and Montevideo they have Fresh Market and Disco Fresh Market and that should suit you better for options but even still, they are LATAM brands mostly.
