Even with a massive salary floor, it's unlikely there will be a salary cap. Major-leaguers would not be so dumb.
And no matter how owners hate the biggest spenders, it's unlikely that a team would be force-fed full penalties according to rules struck after the fact.
This prediction is eyewash.

In the current climate of professional sports, there is no bill coming due*. 30 teams fall out of bed every morning making money. Teams make decisions as if WANTING to lose money (cough cough White Sox) and they don't lose money.
*besides stopping the game cold in 2027 to enforce a cap on players

but they're all rich! All 30 teams profit, every year. They can't lose money. So we're gonna throw stones at the very richest, a team that funnels the second-most money back into players?
Ask fans of the other 29 teams if they'd prefer their ownership spend to win instead of pocket ALL the profits.
All 30 teams make massive profits, and could most certainly defer salaries in this fashion. There's no cheat code in what the Dodgers are doing, they just have the courage to do it.
And L.A.'s enormous revenue is in fact significantly drawn as return on investment in players like Ohtani.

The Dodgers made $752m in 2024 and have a $549m payroll in 2025, the 2nd-highest payroll-to-revenue ratio in the game.
It is near mathematically impossible for a team to overspend its revenue with player salaries.
The Dodgers also paid $150m in payroll tax to the slouch teams scared of competing.
