Obviously there’ll need to be a full investigation—and there may be things we don’t know—but as a former criminal defense lawyer who worked homicide cases, my gut tells me this is Second-Degree Murder.
As with all things ICE, every encounter is mishandled.
Everything about how the first ICE officer approached the vehicle was contra SOP, which is why the driver got spooked and was trying to navigate out of the situation. The second officer was blocking her in—again contra SOP—then made no effort to step aside (though the victim was *not* under arrest).
