History will judge the international community’s complacency toward this regime with severe scrutiny.

The unilateral ceasefire declared by M23 is a ploy to ease concerns and reduce international pressure regarding the humanitarian situation. The Rwandan-backed rebellion continues to advance toward South Kivu, even as an EAC-SADC summit looms. Kigali is not interested with peace at all.
