Why on earth you would do that? Ah yes, let's make it so water can't drain by default, that makes perfect sense. It already has a function to close it with the lever thing, you don't need it to be sealed normally!

So we got the bathroom sink fixed and to no surprise I was right about the issue. IDK who installed it originally but they put some sort of washer/gasket on the stopper that would sit in the drain. This effectively sealed the drain like 85-95% of the way, so water couldn't drain.
