Trump has a tendency to distance himself from unpopular people, only for them to poop back up at a later time. Trump likes to keep in his orbit people who are effective at promoting and enacting his wishes, even if those people are unpopular.
If only it were that simple. It's going to take a concerted effort by all three branches of government to do this. The Presidency needs to be restored to its constitutional limits.
