Using the "nuclear option" for confirmations is hardly new. It's been escalating since at least 2013, when the Democratic-controlled Senate eliminated the 60 vote threshold for presidential nominations,...

There is nothing "simple" about waiving the filibuster for this sort of spending bill. Waiving the filibuster for it still requires 51 votes, but it brings with it a terrible precedent, should there ever be another Democrat-controlled Senate. That's why they haven't brought it up for this bill.

In the Senate, for most things, 60 votes is needed for cloture. Meaning, to close debate and move to voting. This is the procedural step that people usually mean when they say "filibuster".
