They've been immensely - even suspiciously - lucky that they've been bailed out in this manner, and they're probably still going to have some issues.
These longer term low sales numbers come after a period of time in which Mourinho and Conte were head coaches for a collective four years and demanded the purchase of 'experienced' (post-peak) players, some of whom were simply not very good.

But none of them should have been brought in the first place.
Law here blames 'unrealistic valuations' and 'failure to effectively identify the best time to cash in' and, yes, probably those are factors but the simple truth of why Spurs have had a hard time bringing in money from sales is simply the quality of players they've had to sell.
