I would say the the first act of RE 7 is better than anything in RE9, but the second half of RE7 is so completely forgettable that 9 is overall the better game
It suffers from the same problem they all do (labs aren't interesting locations! Find a different place to end your game!) And even Grace can take out an entire room of monsters without breaking a sweat by the end, so stops being scary.
I've finished RE9. I would put it below the 2 and 4 remakes (by far the best ones), and above 7.
