Looking at their Missions for the 5 lines, it could be that they forgot (or ran out of room) to include KW Line electrification. Because as you say, electrification had previously been slated for this line.

I speculate that there is some KW Line gauge limitation somewhere, like low bridge(s), that prevent electrification. As MX owns all of the line, they otherwise can do whatever is necessary to electrify this busy corridor.
