😁 I don’t see a case for mandating, and seems blunt instrument! All for looking at structures to support investment - I assume will be part of the industrial strategy (when it finally arrives)! Long term investors are waiting.

Very good article & the lack of coherent strategy in White Paper is noted. Growth is indeed an outcome - of arrangements using natural resources and our social organisations. We seem to avoid discussing both.

Good article. Investment is necessary but not sufficient. Marshall included ‘organisation’ as factor of production - which gets at your point of including regions (and income groups) - perhaps even finer.
