Other stuff I’ve seen also gets into this idea of collective safety (Jane Jacobs’ β€œThe Death and Life of Great American Cities” & its β€œeyes on the street” concept comes to mind.) The whole idea of it gives a pretty substantial argument for crime prevention outside of formal power roles of the state.

I’m so old I remember Jane Jacobs saying one of the best ways to combat crime was eyes on the street. Pretty sure people sitting outside a little corner coffee shop sipping and talking qualifies as eyes on the street.
