Once the system opens back up, there will likely be a backlog of licenses attained during the shutdown, and therefore a delay before your call appears in the FCC system.

You can test, as that's done via local Volunteer Examiners...but the FCC's licensing system has been shut down due to the gov't closure.

You would not be able to get a new license. Existing licensees can append /AG or /AE to their call as soon as they have their CSCE after passing an upgrade exam.
