As expected, dispute appears to be over White House demands to break the law. These aren't 'disputes'. Law is clear on this. Only mystery is how it was that Long, a very Trumpy guy and not part of the ethics community, seems to have not gone along, or not enough.

Trump didn’t write that. Likely it was Miller or at the behest of Miller.
