I just hope that all parties to this policy reflect on how they contributed to a policy backlash. These policies can be made stronger by such an exercise and avoid needless harm in the future.

Failure to adopt 'Good neighbour' policies, failure to take nearby residents concerns seriously, failure to clean up drug paraphernalia around their sites, failure to do outreach... there are many, many administrative failures here that absolutely rest with site management.

Hopefully, harm reduction activists, researchers, and service providers will reflect on how these policies can be pursued in a way that meets the needs of all community members.
Rebuilding trust with residents and businesses will be a long process, but a necessary one if we're to move forward.
