Do you have a source for this? I work in the public sector & believe most pay deals are implemented in the summer (if you're lucky). Plus, much of any public sector pay rise is recycled straight back to the Treasury via PAYE,NI,VAT etc with the rest going into the private sector to be taxed again.

Agreed, especially in March! But even having that as a destination would be better. Like in 93 when the parade ended at the Civic Centre and they gave speeches from the balcony.
