The disconnect is more about the detailed service planning and operations knowledge.

There’s an expertise challenge here for many MPOs; most of which are not also transit operators and a) don’t have the skills for that level of planning, and b) don’t coordinate as closely as they’d need to with the operators

I’m glad someone is making this point re: the T4A report on World Class Transit.
