And the landscape plan shows the same: lots of sidewalks and curb ramps implying a regular street design for what’s currently a highway.
For that eastern entrance: the PDF shows their assumptions about arrivals and pathways… 10% at the “East Gate,” but the red arrows are absolutely indicating crossing East Capitol St at grade here.
