According to this 2 year old reddit post [ www.reddit.com/r/Overwatch/... ], Mythic skins take a year for developers to make. While Juno was already in development a year ago, there's no way blizzard devs could have foreseen Junos popularity back then, in casual as well as competitive scene.

While I do understand what you mean by saying Kiriko receiving her skin only 4 months after her release, which would be the same time frame as Juno getting a skin now, Kiriko was in development for way longer than Juno.

Well Kiriko and JQ were in development during OW1, the skin team definitely had time to make up mythic skins in 2020 summer-2022 fall, while Juno was still in early development during 2023 November.

Getting a mythic costs player 10-40 bucks, and is to a large part tied down to the battlepass sales. There really isn't a reason for Blizzard to give a mythic skin/weapon for a character that only a very small portion of the playerbase would want to pay money for a skin for.

Safe to say that Mythic skin gain (and to some extent skin gain in general) is tied down to pickrate. Players are not going to buy a skin for a character they don't play, large reason as to why Symmetra, Venture, Ramattra and Bastion don't seem to get that many skins.

Out of these, 4 characters don't have a mythic. Orisa and Junkerqueen are the only mythic owners not in Top 15 by most played. Junkerqueen because her skin was in the 2nd season, and Orisa because her skin was still being worked on while she was popular at the release of OW2
