I've tested it, it's not. The recipient will see the (1) counter on the Chat icon, you won't get any notification that they can't see it, and you can't even go into your settings to disable DMs unless you verify

@bsky.app Could you let us access bsky.app/messages/set... without age verification so that we can change DM privacy settings?

If you're in the UK you now need to verify your age in order to access DMs. But if your DMs are open, you now can't even access the settings screen to make them closed; it's gated behind the same age verification. So if you don't verify your age, your DMs are now a black hole
