This is correct and the job is also completely downtime proof now. But the way this was done is a severe nerf to pre-100 GNB. I'd rather have seen a further reduction in potency to DD and Lionheart than the whole rest of the kit. But I suppose we'll see the real overhauls in 8.0
I'm all for SE finally fixing the Gnashing drift issue, but they could have really done more interesting things with DD and Lionheart. Overcap proofing Bloodfest also feels like a loss of potential mistakes that don't totally wreck the rota. Making it 60s would already downtime proof the GNB burst.
