They probably had plans for it but had to scrap those(it's a miracle they shipped the game in about 2 years), it's supposedly a research lab (that's what it is called in the game files)
Is that Back in Action? I've never watched it but I assume there's Wal-Mart in the middle of nowhere there? There's some resemblance 🤔 (although the building in San Andreas is supposed to be a research lab, according to its name in the files)
