He definitely needs loyalty over experience. It's quite common in human history that inexperienced people grab the power then abuse it unintentionally. Politics is all about putting correct people at the correct place.

If you cut tax for the rich then this money will go to stock market or real estate in the end. And apparently government never knows how to spend tax money. The best solution is UBI.
