I wonder how much ridership could be generated if they switched to bus but put the additional frequency on another line that previously had much worse headways/service span (ex. Every 30 minutes now goes to every 15) but high ridership potential.

A transit agency almost always has the funding to complete a certain project or goal.
The real question is what part of the system are they willing to sacrifice/defund in order to do so
It's rarely "we don't have funding" but rather, a matter of priorities and tradeoffs
There's a tendency for a lot of cities and especially small towns to do this with their hospitals and place them as far away on the edge of town as possible
