Structural issues like limited fiscal space, slow policy coordination, and weak institutional capacity continue to prevent these efforts from achieving transformative impact.

But despite these advances, results remain uneven and insufficient. Efforts are often siloed, underfunded, or poorly aligned with broader national development goals.

The LAC region has seen a surge of climate-related efforts, carbon pricing in countries like Chile and Colombia, forest protection in the Amazon, and early warning systems in the Caribbean.

But these strengths aren’t being leveraged at the pace or scale needed. Inequality, fragmented governance, and emissions from deforestation and land use change (which account for 40% of regional emissions) continue to limit progress.
