TWO YEARS AGO. Yes, it’s more likely that this is incompetence, which I said in my original post. But I would NEVER rule out the option that they knew. And also, even if it was more like manslaughter, it doesn’t at all negate the JAG’s general knowledge of how strikes on civilians work.
