The issue is the intersection of qualitative & quantitative. If everything is quantitative then it all boils down to profit eventually. However, being productive requires some emotional fulfillment.
Measuring emotion is HARD.

It is difficult since it is a top-down approach based on "who is signing the paycheck". That's not to say it can't be done, but requires Sr leadership to be absolutely transparent with real SMART goals and not just profit. All goals should funnel up to next tier goals as well as top line goals.
