11/12: The number of detected attack plots has risen significantly since 2017. Whether this reflects increased attack activity or heightened government focus on the threat is explored in our three latest trend reports. While the question remains open, our evidence suggests the latter explanation.
10/12: The vast majority of attacks target ethnic and religious minorities, particularly those perceived as foreigners and Muslims. Political opponents, especially anti-fascist activists, are the second most targeted group, with attacks against them notably increasing in 2023.
9/12: Since 2020, all fatal attacks in Western Europe have been carried out by lone actors. In other words, far-right terrorist groups responsible for deadly attacks are nearly non-existent in the region.
8/12: While most non-fatal attacks are still carried out by various group constellations, the share of attacks committed by lone actors has risen in recent years.
7/12: When controlling for population size, the cross-national ranking of RTV is adjusted.
6/12: Some countries experience significantly more RTV than others, and most saw a decrease in RTV in 2023 compared to their annual average from 2010–2022. However, a notable exception to this trend is France.
5/12: While fatal attacks have become less frequent, the number of fatalities per attack has risen since 2010 due to several mass-casualty events — most notably the 22 July 2011 attack in Norway.
4/12: This downward trend is mirrored in the number of severe but non-fatal attacks recorded annually since 2010.
3/12: Fatal attacks in Western Europe have declined significantly since the 1990s and 2000s, stabilizing at an average of about 5 per year. Notably, no fatal attack was recorded in 2023.
2/12: For the first time, the RTV dataset offers full coverage not only of fatal attacks since 1990 (n=253) but also nearly all severe but non-fatal attacks since 2010 (n=1772). This expanded scope boosts the potential for both trend analysis and statistical insights. Here are some key findings:
