Commander Thorn is the city’s specialty hire for managing Nero and Cindy's antics. Thorn is vain, self-important, and SURE he's destined for better things than... whatever this is. (he's not, if you couldn't tell) He also has a talent for embarrassing the mayor almost every time he's called on.
Cindy is Nero's rock: a scary, theatrical femme fatale with a strong taste for gunpowder treason and plo--, er... explosives. Think of the pair as a frightening woman with a tiny, angry purse-dog.
Nero is a neurotic little brainiac who's dying to be taken seriously, and has a huge chip on his shoulder about being so... unimposing. 🐁
Nero (alias: Dr. Neuro) and Cindy (alias: Incendiary) are mid-tier supervillains in their 30s who are doing just well enough to hold their own in the city, but just poorly enough for it to be embarrassing.
