The quality of treated effluent is just not good enough, and the EA doesn't seem to be in a hurry to update treatment permits.
In Moreton-in-Marsh, during the summer, the stream above the STW runs dry. So the 'stream' below the STW is only treated effluent. No dilution whatsoever.
