Those lots are basically not taxed at all. A minimal holding tax on building value. Rich LLCs who don’t care about our city of communities drain possibilities from NYC by taking loans on valuable land.

State Senator Cordell Cleare has a bill that would allow NYC to create fifth class (Class 5) for property tax that would tax vacant and abandoned property near to the full value of land. There is a lot of it in our city. That capital can never leave.

Prop 13 in CA is a problem for this. But more broadly shifting property taxes away from buildings and onto taxes on land values would do so much to this end

Barry Lord in his great book “The Art of Energy” makes a compelling case that each civilization/society has a primary energy source & that source fundamentally shapes the culture’s ethical/moral/relational understanding. He tracks wind &yolked animals, human slaves, coal, gas. Worth contending with!
