I didn't hear the reason being that it's boring, but truth to be told, everyone including funders, domain sci users, and devs need to care about the entire lifecycle of the code written. Right now very few do actually understand what is involved and hence don't/can't care enough.

Fwiw the code is written from scratch, the hardware requires an entirely new algorithm, programming model and language so there isn't much to reuse from a conventional code
