Age verification was repeatedly shut down as an idea, because it has so many bad consequences and technical issues.
The issues were never fixed. It just kept being brought back until a government was able to force it through.

Something to keep in mind: payment processors "capitulate" to anti-porn activists so easily because they too have a lot of puritans in charge.
