Most respondents display consistent relative preferences about where welfare reform is more urgent, and differences between individuals (by education, political sophistication…) are minor
We study consistency in voters’ social policy preferences and find that individuals express coherent attitudes on welfare reform even when faced with tradeoff questions and complex tasks
