Ok, kidnapping isn't quite right. In the situation where there is an American citizen being detained, false imprisonment is the crime better describing the event.

ICE is detaining people in LA in a basement with no beds, no air, no light and not enough food and water.

These are crimes.

Aren't the local LAPD obligated to arrest ICE for kidnapping? Aren't the local police departments everywhere obligated to make arrests?

I'm American. I worry every day about how, or if, this will end. I started this reply wanting to say the majority are concerned. I'm ending this reply realizing you may be right.
