This is called a 'Tally Stick' or in Irish 'bata scoir. In 1831 a 'State System' of education was introduced with one of the main aims being to teach English to Irish children. The "bata scoir' was used to punish any children who were caught speaking their native language. The bata was tied with string around the childs neck and when they were caught speaking Irish a notch was carved into the stick At the end of each day the child was beaten according to how many notches they had.
