Thank you for sharing your thoughts regarding foreign college students facing deportation and visa revocations. Your feedback is essential as we work together to shape policies that benefit Pennsylvania and our country.
The Immigration and Naturalization Act (INA) (P.L. 82-414) permits the federal government to revoke visas or green cards of "any alien who ... endorses or espouses terrorist activity or persuades others to endorse or espouse terrorist activity or support a terrorist organization." Expanding on the INA, President Donald Trump signed Executive Order 14188 to address the
"explosion of anti-Semitism on our campuses and streets" since October 7, 2023, and "deport Hamas sympathizers and revoke student visas." As of March 28, 2025, the State Department has revoked more than 300 student visas for those with criminal records or a history of supporting terrorism and undermining U.S. foreign policy.
In October 2023, then-Senator Marco Rubio and I wrote in an opinion editorial that "foreign nationals supporting Hamas brutality have no place in our great nation." I stand by this position today. A visa is not a right, but a privilege. Guests in our country who openly align with U.S.-designated Foreign Terrorist Organizations, seize academic buildings, and harass Jewish students put their immigration statuses at risk.
As with all individuals in the United States, regardless of citizenship, these foreign college students have a right to due process, which they are currently receiving. The fate of their status will be determined in court, and my office is monitoring the outcome of their cases. I look forward to working with my Senate colleagues to prevent our immigration system from being exploited by terrorist sympathizers who seek to undermine and harm our great nation.
