If he'd cleared death row before H, if he weren't the reason for the political pressure, if Trump hadn't pardoned Joe Arpaio before he'd been sentenced, if he hadn't said that he would accept the outcome of a justice system he trusted....
Consensus in my crowd of law profs + criminal attys. Handbook doesn't say prefers, says requires. Disagree that Biden's lack of time mitigates. Plus Biden has only pardoned 26 peeps so far, lowest EVER. Prioritizing H w/no criteria, lots of others more deserving, said he wouldn't = BAD.
