My kingdom for novel class sets in English and Spanish. Which should be the norm here…alas it is not. Next year I’ll only pick a novel if I’m certain I can get sets in both English & Spanish.

So just to reiterate this reporting DOES NOT support your proposed solution? It explains my perspective perfectly and goes into exactly why this impounding solution of yours, and all other solutions that disproportionately effect poor ppl/target black & brown ppl, are not helpful.
