My only quarrel with the ACA is that you can't opt out of having health insurance without being penalized at tax time. As expensive as health insurance is, you should be able to decline it without any financial repercussions.
I think this might have the opposite of the intended effect. When people realize health insurance is out of their reach no matter what, they will no longer feel the need to work at jobs they don't want just for the health insurance.
Portland also has a culture of people who live in the suburbs or across the river in Washington who will come to Portland specifically to sabotage such efforts.
Housing people permanently is cheaper than shuffling them around constantly and/or providing temporary housing, as well.
