Oh, you can't stack the same accessory, but you can use as many unique accessories as you want, each with their own different possible animation states

The server doesn't know about the exact animation progress but it keeps track and authors the accessory state and in which animation phase its in, which should keep this performant for the most part. Still have to do some performance testing, to make sure tho...

Accessories are not bound to items, they are their complete own separate thing.

They also have a hex color argument when setting them up using the command... This is because they can be colored in any color...
