Yup. If the President can unilaterally stop Congressional appropriations, then we're past any 'guardrails.' Congress is now an advisory body; it does not control the power of the purse.

There is an instinctual (and important) desire to preserve institutions as fascists tear them down.

But in the process of protecting those institutions, we also need to acknowledge that it was their failures that led us here.

That second step is what many missed 2016 to 2020. That needs to change.
