Referendums — when presidents ask the public to vote on key issues instead of involving the legislature — are often used in Latin America as a "shortcut" to force quick, institutional change. This limits checks on executive power.

I am pleased to share my latest piece in the Journal of Democracy. President Noboa has shown no sign of backing down on the strategic use of referendums to weaken the Constitutional Court. I argue doing so is a costly mistake, lowering the cost of constitutional change for all executives to come.
