Stagnation, but also gains: Kyrgyzstan 🇰🇬 switched in 2025 to 30 three-member districts (SNTV) with 1 mandate per district reserved for the under-represented sex, lifting women’s representation from 20.5% (2021) to 33.3% (2025). Conclusion: Electoral system design matters.

The popular “equality–equity–justice” ladder isn’t international law.
CEDAW gives us a stronger framework:
Formal (Arts 1,2,15) → Substantive (Art 4(1)) → Transformative (GR 25/28).
