It’s unfortunately not that easy. The setting you mention says it’s only a suggestion and apps may not respect it. It requires major changes to support private accounts. Apparently it’s on the road map, but it’s a lot of work. Bluesky (AT Protocol) was designed to be federated and public. I hate it.
